Each outbound dial attempt counts as one call, regardless of whether the prospect answered or it was a voicemail. The plan limits refer to the number of dial attempts per month. Voicemails and no-answers still consume a call credit, but they're a fraction of a second — the real cost is on connected live calls, which is built into the flat monthly rate.
